Bullying U.K. -- A great U.K. site by Liz Carnell, with advice on what parents can do to help their kids, up to and including taking legal action against schools. The legal info given is only for the U.K.; be sure to check national, state and local laws if you live elsewhere.

The Bullying Project -- This site advertises a program by Stan Davis, who's a social worker, an educator, and a magician.
The advertising is low-key, though, and the site has a lot of good info. Stan's also written a book, Schools Where Everyone Belongs: Practical Strategies for Reducing Bullying, which is well worth reading. Its introduction and first chapter may be read online for free here.

Child Bullying and School Bullying -- This informative page is part of Tim Field's comprehensive U.K. site Bully OnLine.

Notice of Harassment Kit -- The commercial website Documatica offers a free Notice of Harassment legal template which parents or guardians may send to school systems or to bullies' parents in the U.S. and Canada.
